Andrea Buck is a seasoned child welfare leader with extensive experience strengthening placement systems, expanding foster care capacity, and leading large-scale system reform efforts across state agencies.

At Human Services Group, Andrea serves as a Child Welfare Practice Expert, where she partners with state leaders and provider networks to improve placement continuums, expand family-based care options, and support the implementation of federal and state child welfare reforms. Her work focuses on improving outcomes for youth—particularly those with complex behavioral and developmental needs—through strategic system design and cross-sector collaboration.

Prior to joining HSG, Andrea held multiple executive leadership roles within the Oklahoma child welfare system, including Assistant Child Welfare Director and Interim Child Welfare Director. In these roles, she provided statewide leadership across placement and program areas, overseeing foster care, adoption, post-adoption services, and specialized placement programs. She led strategic initiatives to strengthen placement capacity, improve outcomes, and enhance placement stability through coordinated, data-informed approaches.

Andrea’s earlier roles include Deputy Director of Placement Programs and leadership positions primarily in foster care and adoption, where she built deep expertise in recruitment and retention strategies for foster homes, continuum of care development, congregate care reduction, and QRTP implementation.
