David is a Licensed Clinical Social Worker with 30+ years of child welfare experience spanning family preservation, foster care, residential treatment, and adoption. He has held senior leadership roles at The Villages of Indiana and the Indiana Department of Child Services, including serving as the Former Deputy Director of Child Welfare Services, where he oversaw statewide prevention, foster care, and residential programs.
He is nationally recognized for spearheading Indiana’s groundbreaking Title IV-E Prevention Plan, the first in the nation with a “community pathway” and for developing the Indiana Family Preservation Services program, both of which have positioned Indiana as a national leader in prevention services.
