Nicole Norvell

Nicole is a human services executive with more than 20 years of experience leading transformation across child care and early learning, aging and disability services, special education, child welfare, and technology modernization. Nicole is a thoughtful, strategic, and hardworking leader who builds consensus, brings clarity to complex issues, and helps organizations turn ideas into action
Before joining Human Services Group, Nicole held senior leadership roles in Indiana state government and national consulting. As Indiana's Director of Early Childhood, she oversaw the federal Child Care and Development Block Grant, licensed and certified child care, and state-funded pre-K initiatives. Earlier, she served as Director of Indiana's Division of Disability and Rehabilitative Services, leading statewide programs supporting individuals with disabilities, including early intervention, developmental disability services, vocational rehabilitation, and quality improvement. Nicole holds a Master of Social Work from Indiana University.
