Nicole Shields is a human services leader with 24 years of experience driving transformation in human services programs. She has led service delivery redesign in 22 states across SNAP, Medicaid, cash assistance, Child Care, and Child Welfare —partnering with agency leaders and frontline teams to implement technology, strengthen training, and build capacity for sustainable results.
Before joining Human Services Group, she served as Operations Manager for the Fairfax County Department of Family Services, overseeing countywide eligibility operations and advancing workforce stability and program outcomes. Nicole holds a Master of Human Relations from the University of Oklahoma.
