His work spans social safety net programs, eligibility modernization, disaster response, and organizational change, helping millions connect to vital supports. Wayne brings a deep understanding of how policy, people, and infrastructure must align to make systems truly work for everyone.

Before joining Human Services Group, Wayne’s remarkable journey included several senior roles across multiple states: Commissioner of the North Dakota Department of Health and Human Services, Deputy Executive Commissioner for Texas Health and Human Services, and Deputy Director of the Florida Department of Children and Families.
